Jan Tyler is a Certified Elections Registration Administrator, designated through The Election Center in conjunction with Auburn University. She was certified in 2001 and re-certified in 2004 and 2007.
Her interest in election administration began as a campaign worker for Jimmy Carter in his successful 1970 campaign for Governor of Georgia. Jan worked for Governor Carter for three years.
In l995, she ran for Denver Election Commissioner. She was elected twice to four-year terms. As Election Commissioner she advocated for professionalism and modernization, implementing reforms that included legislation to enable 16-year-olds to work elections before they were eligible to vote.
After being term limited out of office, Jan continued her specialization as an international election monitor serving in Montenegro, Serbia and twice in Ukraine during the 2004 Presidential elections. In 2005 she was assigned as a long-term observer for two months in Kazakhstan. In June of 2007, Jan traveled to Moldova for the second round of municipal elections. She just returned from parliamentary elections in Georgia, where she visited the Stalin Museum and sat in his chair.
Jan fought a losing battle to save the 104-year-old Denver Election Commission in a hastily called January 30, 2007, all-mail-ballot election to amend the charter of the City of Denver. In that election more than 210,000 voters who received ballots did not vote. Jan sued to have that election invalidated on grounds that proper notification laws were disregarded, and the utter lack of accountability for over 50,000 ballots that were returned for insufficient addresses. After a four-hour hearing, the judge threw the case out on a technicality.
