The Subtle Psychology of Voter Turnout

Should we challenge citizens to vote by asking them if and how (mail, early voting or precinct) they intend to vote? Changing our laws and customs to accomodate citizens who do no participate is just wrong. Giving the poor IDs, which they will surely find useful in all aspects of modern life, and assisting them with a simple telephone call asking them if and how they intend to vote is far more practical.
"If voting is largely influenced by motivations and obstacles, policy makers might take inspiration from psychological research on goal attainment, which has revealed the strong effects of two simple treatments. In this paper, we demonstrate that simply asking people if and how they will vote."
Who knows? Challenging a simple goal like voting, and achieving it, might be an empowering experience for all those supposedly- disenfranchised-voters.
The outcome is more appealing as well. Instead of being coddled by grasping politicians and their appointees, citizens will be uplifted by their new status as voters with official IDs.
